ILLUSTRATED WEEKLY PAPER.- Undismayed by tho previous failures of others, Mr. Cyrus Mason, of Collins-street, is about to enter the ranks of the colonial press with an illustrated weekly paper. The illustrations will be lithographed, and judging by the sample picture at the front of the prospectus, we should be inclined to think that good effects may be produced by that process. The first number of the new paper is announced to appear on the 1st
